以德运权的价值谱系及其实现理路——新公共服务视域下的分析

On the Value Pedigree of Exercising Power with Morals and the Route of Its Realization——Based on the Theory of the New Public Service

"以德运权"是新公共服务理论范式下具有合法性与价值合理性的权力运行方式,是新公共服务的基本价值追求。它不仅弥合与矫正了传统公共行政的行政价值谱系的断裂与失衡,摆脱了公共行政"现代性谋划"的危机,而且构筑了一个以"公民权"与"公共利益"的交点为原点,以"公平正义"、"公共责任"和"公共服务"为坐标轴并指向"公众满意"的行政价值坐标体系。基于此,行政现代性追寻须以德性伦理建构和制度伦理安排为基本理路,彰显新公共服务以德运权的基本价值诉求。

Wielding power under the guidance of moral principles is a legal and legitimate way of exercising power within the paradigm of New Public Service, and is the basic value pursuit of New Public Service. It has not only remedied and rectified the discrepancy and imbalance of the administrative value pedigree of traditional public administration, resolved the Modernity Project crisis of public administration, but also has built an administrative value coordinate system, with civil rights and common interests being the origin of coordinate; justice, public duty and public service being its axes; and public satisfaction being its administrative value. Based on this, the pursuit of administrative modernity must take the construction of ethics and the embedment of system ethics as its fundamental notion, and manifest the basic value pursuit of wielding power under the guidance of moral principles in the New Public Service.
