电子文件中心是新兴的一种电子文件利用模式,它解决了电子文件利用面临的两大矛盾,以集中管理的专业性和科学性优势被国内一些政务单位采用。建立这一种新模式的意义在于有利于政府信息公开、科学管理电子文件、提供与电子政务的接口。电子文件中心的实质就是网络现行文件的利用中心,它与传统文件中心在背景、地位、作用、保管范围等方面均有不同。

E -document center, a new mode of e -document application, is being adopted by domestic governmental institutions for its specialty and science of centralized management. It has solved two contradictions in the use of e - document. The significance of establishing this mode lies in that it is beneficial to the opening of government information, scientific management of e - documents and juncture to electronic government affairs. The essence of e - document center is the application center of existing web document, quite different from the traditional document center in background, position, function and scope of management.
