案例研究:公共财政视野下农民负担新变化

A Public-Finance Perspective of Changes in Farmers' Burdens: A Case Study

当前随着我国各项支农惠农政策的实施,极大地减轻了农民负担,调动了农民的生产积极性。但我们也看到,在公共财政视野下,农民负担出现了新情况、新问题。文章通过三个典型案例的调查,解剖了不同类型的村集体农民负担的新形式和具体表现,揭示了减轻农民负担工作的长期性和艰巨性,提出了重新理解农民负担内涵、建立减轻农民负担长效机制的建议。

Chinese farmers＇ burdens have been significantly reduced as a result of the exemption from the agricultural tax and its surtaxes and the policy-driven allocation of public finance to rural areas; their enthusiasm of production has also been increased thanks to various favorable policies. We have, nevertheless, noticed a series of new problems concerning farmers＇ financial burdens under the new circumstance. This paper, through an analysis of three cases, reveals various new burdens on farmers from different villages ; arguing that it is a difficult and lasting project, it raises suggestions on re-understanding farmers＇ burdens and establishing a long-functioning mechanism to lighten them.
