Restructuring Natural Monopolies: Theoretical Evolution and Future Development

随着技术进步、市场需求扩大以及政府管制弊端的日益凸显,引发了世界范围内自然垄断产业管制体制的持续改革。行政垄断是长期制约和困扰我国企业改革和产业发展的顽症。文章通过对国内外自然垄断产业改革理论的回顾,梳理了该领域研究的基本脉络和演进过程,以期为进一步改革提供理论参照。

Technological progress, increasing market demands and malpractice of government control have resulted in a long-drawn reform in the industrial system of natural monopolies in the world. As to China, administrative monopolization has been a major obstacle to the industrial development and business reform. The present paper, starting with a review of theories in and outside China on the industrial reform of natural monopolies, analyzes the history and evolution of the research in this field, in expectation of offering a theoretical background for further reform in this respect.
