社区首诊制的实施难点探析

社区首诊制是一种能够为居民提供便利的卫生服务、控制医疗费用不合理增长、充分合理地利用有限的卫生资源的制度,在我国尚处于试点阶段。在现阶段,社区首诊制的实施存在着一些难点和障碍,如各级医疗机构定位不清、社区医疗机构自身发展困难、医疗保险制度没有给与必要支持等。该文对这些难点进行分析,并提出明确各级医疗机构功能定位、加强社区卫生机构建设、加强全科医生的培养、医疗保险给与必要的支持等政策建议。

The system ＂Firstly treatment in community medical body＂ is able to provide convenience for residents, curb abnormal increase of medical charge and reasonably use resources. This system is at its infant phase in China. Current problem is functions of other medical treatment organizations are poor defined, and community medical body lacks of support from national healthcare insurance system. The paper gives recommendations about the functional location of medical treatment organizations, strengthening community medical body construction, strengthening the training of all-round doctors, and seeking support from national medical insurance system.
