水资源安全是国家安全与社会经济安全的重要内容之一。运用作用力与反作用力、正反馈与负反馈的逻辑思维,建立了水资源安全评价及预警指标体系,应用Vague集理论,对山西能源基地水资源安全进行了综合评价,并分析建立了水资源安全预警级别、标准及各个安全级别的阈值,对其水资源安全状态进行了识别与预警。
