海上油气田建设联合作业管理模式探讨

Discussion on joint operation management pattern for construction of offshore oil & gas fields

对渤海油气田建设项目近年来不断实践、完善的海上联合作业管理模式进行了总结。以安全管理为核心,强化区域管理的理念,加强重大风险的全过程管理,尤其是加强交叉作业界面管理和控制、细化安全管理程序、统一协调、各负其责,是实施联合作业管理模式并取得管理效果的主要经验。对完善联合作业管理模式提出了建议。

This paper summarizes the joint operation management pattern which has been continuously practiced and improved in the construction of offshore oil and gas fields in Bohai Sea. Focusing on the safety management and intensifying the area management concept, full term management of great risk was strengthened, Especially, strengthening the management and control of intercross operations interface, refining safety management process, uniting coordination, discharging everyone＇s responsibility are the main experiences for bringing joint operation management and obtaining good management effect. Meanwhile, some advices are presented for improving the joint operation management pattern.
