东亚多边合作及其对中美关系的影响

Multilateral Cooperation in East Asia and Its Impact on Sino-US Relations

近年来,东亚地区多边合作表现出强劲的发展势头,以多边方式处理这一地区国际问题的趋势日益明显。作为协调东亚国际关系的一个重要方式,东亚多边合作在一定程度上改变了中美两国相互之间的看法和政策,并为两国打破僵局、消除敌意、增进互信提供了机会,也为两国之间的协商合作提供了平台。然而中美在东亚多边合作机制发展过程中的利益博弈以及在东亚区域和次区域合作的重叠性也增加了中美双边关系的复杂性。作者认为,在东亚多边合作中,中国既要利用合作的平台获取自身的政治、经济和安全利益,又要使多边合作对中美关系的发展发挥更多的协调作用,避免使中美关系更加复杂化。

The last few years have witnessed a vigorous development of regional multilateral cooperation across East Asia.The multilateral approach has gained a momentum to help settle international problems or bind the relations of East Asian countries.For bilateral relations between China and the United States,such approach has played a role of hoding dialogues and consultations,shaping opinions of the two countries on each other,breaking ice when in crises,allaying suspicions or hostilities,winning favor or confidence,enhancing mutual trust and strengthening cooperation.However,the competence and contention between the two big powers and the clinker-built regional or sub-regional multilateral cooperation has made the Sino-US relations more intricate.Therefore,China should fully take advantage of the multilateral framework in East Asia to guarantee its political,economic and security interests and prevent the bilateral relations from getting more complicated.
