摘要
业务持续管理(BCM)是通过识别威胁组织的潜在冲击,构建具有灾难恢复和应对能力的标准框架,保护利益攸关方的利益、信誉、品牌以及价值创造的活动。进入21世纪以来,尤其是九一一事件发生后,业务持续管理成为国外危机管理模式研究中引人注目的一个热门议题。美国、英国、澳大利亚、新加坡、日本等国纷纷对本国企业应对突发事件以及业务持续运作的能力进行了重新评估,先后制定了政府和企业的业务持续管理指导方针和业务持续计划(BCP)。政府主导、应急演练和推进相关标准国际化是国外业务持续管理的主要特征,借鉴这些先进理念,对于全面提高我国危机管理和抗风险的能力、推动经济社会的可持续发展有着重要的意义。
Since the beginning of the 21st century,especially after the September 11 terrorist attacks,Business Continuity Management(BCM) became a hot topic in the study of crisis management.A number of countries such as the United States,Great Britain,Australia,Singapore,and Japan have re-assessed their enterprises' ability in responding to unexpected incidents and maintaining their business continuity.Guide to BCM and Business Continuity Plan(BCP) have been formed at both government and enterprise levels.The leading role of the government,the emergency drills,and the promotion of international standards are the main features of BCM in these countries.These ideas and actions will be greatly conducive for China to enhance its ability of crisis management and risk resistance in its pursuit of sustainable economic and social development.
