基于集群变数谈中西部产业集群建设——以安徽省贵池为例

文章例举了分工、参与全球价值链、模仿与技术保密、东西部产业集群之间的牵制等变数来说明地区产业集群的治理普遍存在风险。为克服中西部集群发展中的风险变数,提出要限制中西部地区过度的人力资源东移,培养中西部地区民众的事业心,造就一批地方员工骨干力量,加快东部地区产业集群的升级等建议。

no matter in east section or in west section,industrial cluster doesn＇t appar and grow up smoothly for every where exist risk factors about industrial cluster.auther lists the risk about division of labor,joining the global value chain ,imitation and keeping secrecy,restriction between the east cluster and the west cluster to explain the risk of industrial cluster exists universaily.for restricting risk ,the auther puts forward some suggestion ,such as preventing the central ＆the west labour force moving to the east,cultivating people ＇s enterprise of the central ＆the west,bring up lots of local backbone staff,upgrading the east industrial cluster etc.
