摘要
针对砂石资源管理混乱的现状，指出了加强砂石资源统一管理的必要性，提出了加强砂石资源统一管理的指导思想、法律法规依据和若干建议。
In view of the confusion status of management over sand and grit resources,the author points out the necessity of strengthening unified management for such resources,and brings forward the guiding ideology and some advice about unified management and their legal basis.
