基础设施市场化中的政府角色定位研究——基于制度分析视角

Studying the Positioning of Governmental Role in Infrastructural Marketization——Probing from the perspective of system analysis

基础设施在一国的经济发展中发挥着非常重要的作用,其供给状况的合理与否,直接影响着经济增长的速度和经济结构的优化程度。随着经济的发展,很多国家基础设施建设的需求与政府供给能力之间的缺口使得基础设施的市场化成为一种必然趋势。基础设施的市场化意味着以政府高度介入为特征的这种制度安排向较少政府介入的另一种制度安排的转变,它是行之有效的。在推动基础设施市场化进程中,政府应扮演好总体规划者、有效管制者、合作支持者的角色。为了更好地实现这些角色和职责,政府应通过合适治理工具的选择、内部管理体制的改进形成新的制度安排。

Infrastructure plays a vital role in economic development of a country, and whether its supply is rational directly influence the economic growth rate and optimized degree of economic structure. During the economic development, many countries have to face the gap formed between requirement for infrastructure and governmental supply, so infrastructural marketization comes to be a trend. The marketization means the trans- formation of governmental role from high involvement to less involvement, an effective change. In promoting the process, government should play well its role as a general planner, manager and cooperation supporter, and should improve inner management system and select proper approaches to form new system arrangement.
