摘要
浏阳市作为湖南省林权制度改革的试点之一,在权属确定、放活经营、林权处置和利益保证等方面做出了有益的探索,诸多改革措施的出台,明显地加速了林地向规模经营转变。在此基础上,对浏阳市在林权制度改革中所反映出的分户经营与规模经营、“谁造谁有”与限额采伐、基层政府“促改”与“柬改”以及改革主体的“热”与经营主体的“冷”之间矛盾等问题,从理论上和具体措施上进行了反思。
As one of the experimental places in Hunan province where the forest tenure reform are being carried out, Liuyang county has made valuable explorations on aspects such as the identification of rights ownership, the invigoration of management, the disposal of rights ownership, and the guarantee of benefit, etc. Reform measures have evidently accelerated the formation of scale management of forest land. At the same time, some conflicts have appeared in the reform of property rights system in Liuyang county, including the conflicts between dispersed management and scale management, between the principle that the one who cultivates owns the forest he plants and the principle of cutting forest by quota, between the promoting and limiting conducts of basic-level governments, and between the ardor of reform advocates and the indifference of forest farmers. Considering the abovementioned fact, the author reflects upon the reform theory and the concrete measures.
