从政府公共服务水平提升看西藏人权的改善

Research of Human Rights Improvement in Tibet viewing from the Promotion of Government Public Service

藏独分子从事分裂国家活动所标榜的口号之一,就是所谓争取西藏的人权。事实上,在促进人权状况改善的诸要素中,政府的公共服务能力起着最直接、最关键的作用。本文首先分析了政府公共服务与人权的关系,其次论述了中央人民政府、西藏自治区政府和全国其他地方政府在推动西藏经济与社会全面发展方面做出的巨大努力,最后通过公共教育、公共卫生、社会保障、公共基础设施等方面大量的事实和数据表明,在民主改革,尤其是改革开放以来,西藏的人权状况有了根本性的改善。

One hypocritical slogan of Tibetan Separatists, who engage in dividing China, is fighting for human rights in Tibet. Actually, in many factors of promoting the improvement of the human rights situation, government public service ability plays the most direct and essential role. However, the public were almost deprived of all rights when Tibet was brutally dominated by the old regime, which was the combination institution of politics and religion. From democratic reform in 1959, the Central People＇s Government, the People~ Government of the Tibet Autonomous Region and other local governments of China have all made great efforts in promoting all - round development of Tibetan economy and society and made brilliant achievements, and also the situation of human rights in Tibet got fundamentally improved.
