实施绩效管理 助推县域跨越发展--江苏省灌南县绩效管理工作尝试 被引量:1

Implementing Performance Management to promote County's Leap Development Tryout of Performance Management in Guannan County

摘要 为了进一步推进县域各项事业的跨越发展,连云港市灌南县在成功运用目标管理推进各项工作的基础上,2008年在全县推行勤政、优政、廉政的"三政"绩效管理,核心模式是"1611",即一个"三政"绩效计划;反映单位年度季度月度的目标任务和完成情况的六种考评表;一本记录全县副科级以上干部全面工作的《三政绩效考核记录簿》和每一个单位的内部绩效评估制度,配套建立了行政问责制、半年述职制和社会评议制等制度,构建起适合地方实际的绩效管理工作模式。 In order to further promote the county's development by leaps and bounds, based on the objective management, Guannan county of Lianyungang city has been implementing the county -wide "3G" performance management system since 2008, "3G" means diligent government, good government and clean government. The core activity model is "1611", namely, 1 "3G" performance plan; 6 evaluation forms reflecting the annual, quarterly and monthly objectives and achievements; 1 "3G" appraisal notebook recording the overall work of cadres at or above deputy section chief and 1 internal performance evaluation system,. Moreover, the county has established many supporting systems such as accountability system, half- year evaluation system, social reviewing system and others, It has also built up a performance management model that can adapt to local real situation.
