现代大学管理:一个基于公共性的研究框架

Management of Modern Universities——A Study from Publicness Perspective

在公共性视角下,大学承担着促进社会公正、建设创新型国家的社会责任。文章从伦理、创新两个维度,考察了大学管理的价值取向。在此基础上,本文认为,中国改进现代大学管理需要从以下两个方面着手:首先,结合公共性观点,现代大学管理应当坚持党和国家的教育方针和政策,体现社会公众的利益诉求,实施民主管理,强化权责意识,完善治理体系,扩大公共参与;其次,结合创新性观点,现代大学管理应加强大学创新能力建设,优化创新环境,实施制度创新。

In terms of Publicness, University bears the responsibilities of promoting social justice and building an innovative country. The text studies university management from aspects of ethic and innovation. On the basis of analysis, the text suggests improving Chinese modem universities from aspects as following. Firstly, considering its publicness, the management of modem universities sbould adhere to party and state educational policies, reflect needs of public interests, implement democratic governance, emphasize senses of right and responsibility, develop management system and extend public participation; secondly, combining with its innovation, the management of modern universities should strengthen their innovation capacity, optimize innovation environment and carry out institutional innovation.
