摘要 美国马里兰州的巴尔的摩市通过实施CitiStat绩效管理项目,明显改进了城市管理和公共服务效能。CitiStat基于即时性的统计数据分析进行决策指挥,同时又通过追踪评价机制执行绩效管理。CitiStat绩效管理项目的启示在于,城市政府不仅要关注操作层面的公共服务提供情况,同时还要关注城市管理的总体运行情况,并通过统计数据分析驱使各部门改进管理绩效。 CitiStat, Baltimore' s performance - management strategy, has produced dramatic improvements in city services and efficiency. Based on real -time data collection and review, the CitiStat approach allows government to immediately spot problems and take corrective action before they mushroom and become unmanageable. The success of CitiStat reveals city governments should not only focus on public services delivery in operational level, but also pay attention to the over - all performance data and promote the accountability of agencies and departments by data-driven tools.
