摘要
介绍了评价农业研发经济效果的动态决策支持系统-DREAM,对DREAM的核心经济理论"局部均衡模型"和"新技术的动态采用率方法"进行了重点分析。同时以评价大豆新品种中豆35的研发效果为例,阐述了DREAM系统在中国农业研发投资效果评价上的具体应用。进而讨论了DREAM在国内的应用问题。
Agricuhural research could potentially improve the agricultural productivity and sustainability of agroecosystem. Investment in agricultural research and development (R&D) has yield handsome returns for the society. In today's climate of tight funding for agricultural research and development, policy makers and research managers increasingly require accountability for the research funds they invest. Assessing the economic returns to past or potential research investment is one of the major tools. This paper introduces DREAM'S (Dynamic Research EvaluAtion for Management), a menu-driven software package for evaluating the economic impacts of agricultural research and development. We described the core of the DREAM's economic theory, especially partial equilibrium model and dynamic technology adoption process. To illustrate the application of DREAM in Chinese R&D evaluation, we used DREAM to investigate the impact of the soybean breeding research of ZhongDou 35. We further discussed the potentially wider applications of DREAM in China.
