以介绍环境行政程序的概念、分类以及基本原则为基础,着重分析环境行政程序的核心,即事前的环境行政听证制度以及事后的申诉和赔偿制度,归纳中国现行法律制度的不足之处,并提出完善措施。

The basic concept, sorts and principles of the procedural of environmental administration were introduced and the cores of the procedural of environmental administration, namely, the environmental administrative hearing before and the appeals, compensations after were analyzed. At last the current deficiencies and the improvement of Chinese procedural of environmental administration were concluded.
