摘要
在分析了防洪工作的内容及决策过程的基础上,探讨了防洪信息系统的组成、结构及其建立方法.详细分析了系统的文本库、数据库、方法库、模型库以及它们之间的关系.最后以东南沿海浦阳江流域为试验流域,研制了该流域的防洪信息系统。
The components, structure, and design method of BFCIS were discussed, based on the analyzing flood control contents and decision making procedure. Four bases of BFCIS were put forward:Textbase to store document information, Database to store historical and real time information of raining, flooding and hydro engineering situations, Methodbsae to store useful mathematiocal subroutines, Modelbase to store all models needed in flood cintrol. More attention was paid to the model design including the building of flood forecast models, linear and non linear flood operation control models, and flood disaster relieving models. The four bases work together to form an integrated BFCIS and provide quick, accurate and convenient flood control decision making tool for decision maker. As a case study, the BFCIS of PuYangjiang river in the southeast coast of China was developed to demonstrate how the BDICS was built and applied.
