吉林省延边朝鲜族地区艾滋病防治策略研究

Strategic study on AIDS prevention and control in Yan Bian Korean Autonomous Region of Jilin Province

目的对延边朝鲜族地区艾滋病防治现状以及相关社会经济、文化等因素进行分析,提出适合朝鲜族地区艾滋病防治的策略性建议。方法采用访谈和填写问卷的方式,开展各类人群调查和需求评估,结合少数民族地区的文化、经济特点等进行分析,提出防治策略建议和政策性文件。结果延边州目前防治工作的主要问题是:从事性病艾滋病防治工作的专业人员数量和经费投入还不能满足实际工作的需要;各类人群中艾滋病预防知识水平有待进一步提高;娱乐场所艾滋病预防教育和安全套推广工作的覆盖面不够;感染者管理工作有待改进;归国劳务人员的检测工作有待规范。结论延边州艾滋病综合防治工作需要进一步加强,针对州艾滋病防治工作的需求和特点,提出相应的措施建议和有关管理工作文件,对推动延边地区艾滋病防治工作具有重要意义。

Objective To analyze related social, cultural and economic features of Yan Bian Korean Autonomous Region（YBKAR） and its general status of AIDS prevention and control, and to develop appropriate strategies and suggestions for local AIDS prevention and control. Methods From March to June, 2006, interviews and questionnaires were conducted to investigate cultural and economic features of YBKAR, assess demands of different groups of population and indentify current status of HIV/AIDS prevention and control. As a result, proposals for HIV/AIDS prevention and control strategies and corresponding policy documents were formulated. Results The main problems identified in YBKAR included： insufficient professional staff and fund investment for HIV/AIDS prevention and control to meet practical demands; inadequate knowledge of HIV/AIDS among different groups of population; poor coverage of public education for HIV/AIDS prevention and condom promotion in entertainment venues to be improved;management of infected persons to be improved;and surveillance of laborers returning from abroad to be standardized.Conclusion HIV/AIDS prevention and control in YBKAR should be strengthened by considering local specific demands, and the development of appropriate strategic proposals and related managerial documents will be of great importance for promoting HIV/AIDS prevention and control in this region.
