建设资源节约型和环境友好型社会的度量标准研究--一个分析框架

Research on the Measurement Standard of Constructing the Resource-saving and Environment-friendly Oriented Society——A Analysis Frame

人均资源不足和环境容量有限,已经使我国不再具备"先发展,后治理"的条件,可持续发展能力的建立,需要从现在开始建设资源节约型和环境友好型社会。文章论证了"两型社会"是在人工和自然双重作用下的资源消耗和生态损耗速率趋近于零的渐进过程。提出了"两型社会"要充分考虑地区经济发展阶段和资源条件有重点的建设,设计了一定阶段下资源和环境消耗的级次标准和动态特征。

The insufficient per capita resources and environmental capacity in China make the development of economy not to depend on the past mode of development. We must change the current notion of ＂ first develop and pollute, then harness＂ . Sustainable development mode of economy and society must be established. We should actively build our resource-saving and environment-friendly oriented society （two-oriented soeiety） from now on. In this paper, we discuss the gradual developing process of two-oriented society, in which natural resources consumption and ecological wastage gradually decreases and their ratios are equal to zero. Consequently, we put forward that we should think over the stage of regional economic development and its resources condition during building the ＂two-oriented society＂ . Finally, we design their standards and discuss their dynamic characteristics for resources and environment consumption in the certain stage.
