对成立统一的区域调控组织的系统思考

Reflections on Setting up the Unified System of Regional Regulatory Organizations

当前我国的区域调控组织体系由全国人民代表大会、国务院、国务院所属区域经济发展调控机构及省级调控机构组成。实际的调控效果反映出该体系的组织构成和机构设置还存在诸多不足。而采用统一的职能部门模式,更有利于发挥对区域经济发展的协调作用。应增设全国人大"区域与协调发展委员会"、成立统一的国家区域经济发展调控委员会、支持区域合作组织成立并发挥其协调作用。如此,才能建立起"三位一体"的完善的区域调控组织体系。

Based on our country＇ s the constitution of current region regulation organization system and its defects, this article elaborates the organization principle and system pattern of setting region regulation organization. Our country＇ s region regulation organization should adopt the unified functional department pattern. Finally, one ＂trinity＂ of system design is proposed for establishing the unified regional organizations control system.
