摘要
流域是一个整体,制度创新才能克服流域跨行政区保护面临的诸多难题。保护流域的区域合作制度具体涉及建立跨区域互利补偿的调控制度、跨行政区流域联合管理制度与市场经济体制接轨的宏观调控。
As the river valley is a whole, only through system innovation can lots of difficuhies in river valley protection for transadministrative regions be overcome. Specifically, the regional cooperation system for valley protection covers the establishment of trans-regional regulation system for mutual benefits and compensation and the connection of trans-regional allied management system with the macro-control of market economy system.
