The alternate development of politic, economy, culture and society under the background of globalization has brought new opportunities and challenges for our country to accelerate cultural construetion and promote eultural soft strength, simultaneously it has brought direct influences on our country＇s culture. How to maintain the relatively integrality, stability and particularity of our country＇s cultural system, and protect the social efficiency and innovation potential of the culture have become an urgent affair that we need further actively design with the sight of development.
