摘要
我国的办学体制改革的核心是公共教育权及其带来的利益在各有关教育行为主体,包括中央政府、地方政府、学校、社会力量、家长之间进行的重新分配与平衡。公共教育权不再是单一的国家教育权,而是由各种教育行为主体的权力和权利构成的权力束。
The reform of management system of school aims to re-collocate and balance the public educational rights and interests of all the behavior subjects including central government, local government, school, social communities and parents. It is not only the educational rights of the country, but the rights group combined together by the power and rights of all behavior subjects.
