规划实施保障机制的缺乏是区域城镇体系规划实施效果不理想或无法实施的重要原因。本文从明确规划实施主体、选择合理的规划实施手段和建立规划实施评价体系三方面来详细论述我国区域城镇体系规划实施保障机制的框架建设。

Lacking of planning implementation guarantee mechanism is an important reason for the bad result of regional urban system plan＇s implementation. This paper founds the framework of planning implementation guarantee mechanism for regional urban system plan for China on three aspects：to make clear who implements the plan,to select which reasonable method we will use and to build up an implementation evaluation.
