公共政策是政府对社会资源实行权威性分配的手段。公共政策中的利益主体大致可以分为政策制定者、政策实施者和政策对象,公共政策在三类利益主体的博弈中制定、执行和评估。在这一博弈过程中,引出了制定公共政策的博弈原则。

Public policy is a means of authoritative distribution of social resources by government. The interest subjects in public policy, can be classified as policy -makers , policyimplementers and policy targets , while public policy is made , implemented , and assessed in the game of these three interest subjects. In this process of game , the game principle of public policy making is introduced.
