摘要
"以县为主"的义务教育财政制度并不能从根本上解决农村义务教育发展的经费短缺问题,由于区域经济、县域经济发展不均衡等因素影响,导致我国农村义务教育的非均衡发展。要想从根本上改变该现状,就必须由中央政府承担农村义务教育经费投入的主要责任。
The paper attempts to survey the issue of financial inadequacy for rural compulsory education currently funded by the county-based financial system. It proposes that, due to the imbalanced regional economic development, the central government finance the rural compulsory education.
