摘要
立足于可持续固体废弃物管理思想,利用被称为战略与策略实验室的系统动力学方法,建立了城市固体废弃物管理的动态仿真模型。以昆明市为例,给出了不同政策组合下的固体废弃物管理的动态仿真结果,并对仿真结果进行了讨论。结果表明,要实现固体废弃物的可持续发展,必须在源头上通过政策设计(如收费)促进居民参加到废弃物管理系统中,注重提高资源化和无害化能力的同时,要加强源头减量和回收的力度。
This paper presents an urban solid waste management model based on system dynamics to determine the interaction among factors in the system using a software package, Vensim. A case study of the city of Kunming, China is selected. To address the impact on sustainable city-wide development, various possible sceneries analyses have been investigated on the system dynamics model. The results indicate the model provides a platform for debate on the potential and systemic consequences of various structural and policy alternatives for sustainable urban solid waste management, and the proposed waste management policy can help realize sustainable development.
