日本推动东亚国际循环型社会建设的理论与实践

The Theories and Practices about Japan in the Construction of International Recycling Society in East Asia

日本致力于推动东亚国际循环型社会建设的背景是循环资源的跨国移动;目标是促进东亚国际循环型社会的形成和构建东亚国际资源循环体系;主要内容包括实现东亚地区循环资源的循环利用和处置,强化防止循环资源非法输出入的对策,形成有利于环境保护的循环资源跨国移动的机制等。日本推动东亚循环型社会建设的经验带给我们的启示是,我国有必要积极开展宏观层次上的国际循环型社会的建设,这是建立完整的循环经济体系的需要,是解决我国循环资源跨国移动问题的需要,也是发挥我国应有作用的需要。

Japan is committed to promote the construction of an international recycling society in East Asia. The background of this effort is the transnational flow of recycle resources; the objective is to facilitate an international circular society and to build a resource recycling system in East Asia; and the contents include the utilization and disposal of recycle resources, as well as the countermeasures to prevent illegal trade of recycle resources, in order to form a environmental protection and transnational transfer mechanism. Japan＇s experience implicates that China should participate in the construction of international recycling society at at macro levels, to complete the system of circular economy, to solve the problems arising from the transnational transfer of recycle resources, and to perform its comme il faut functions.
