The Putin plan is a political concept introduced before the Russian parliamentary and presidential elections. It is not only the sum total of a string of political,economic,military and social development policies implemented by the Russian government since 2000,but also a slew of measures taken to ensure the smooth transitional and handover of supreme power,and more importantly,it is Russian great national development strategy to make the country powerful and the people rich. It is the link connecting the formal alliance of United Russia and the president: While the ruling party takes it as the highest political program to ensure Putin will remain the state leader after his departure as president,Putin will lead the party in participating in realizing one party occupying overwhelming majority seats in the parliamentary elections. The Putin plan will rid Russia of the predicament of power handover thus ensuring the sustainability of Russian general and specific policies and development strategy as well as the legality of supreme power handover and the stability of the elite strata.
