土地闸门政策是中国特色的、调控地方政府投融资具有特殊意义的、现行体制下无奈的选择。从总体来看,在付出巨大代价的情况下,土地闸门政策具有周期性的调控效果,但其调控手段存在着一系列不合时宜的问题。因此,完善土地调控政策需要有重大改革。

The ＂lock gate＂ policy is the choice without any other alternatives under current system, which has Chinese characteristic and special meaning for regulating the investment and finance of local government. In the whole, the policy has periodically regulative effects in condition of huge price. But its regulative measures have a series of unsuitable problems. The perfection of farmland regulating policy needs significant reform.
