构建"国际化社区"基层境外人口管理机制是浦东新区构建和谐经济社会发展的需要,也是公安机关面临的一个新课题。在总结已有实践经验基础上,应建立高效、便捷、和谐的"国际化社区"境外人员管理工作机制。

Constructing the grass- root administrative mechanism of the alien residents in ＂international communities＂ is the demand for Pudong New Area to construct harmonious society of economic development, and is also a new task facing the police organ. Based upon the past experience, efficient, convenient and harmonious working mechanism to administer the alien residents in ＂international communities＂ should be established.
