以人为本的科学发展观的提出,标志着中国共产党人执政理念的深化和拓展。以人为本不仅是科学发展观的核心,而且是社会主义社会的基本价值取向,其社会价值远远超过发展观的范畴。以人为本的普遍价值表现在:从现实基础来看,以人为本是中国现实社会发展的迫切要求;从适用范围来看,以人为本具有极大的广泛性和普适性;从贯彻落实的层面来看,以人为本从理论到实践的转化需要全社会的不懈努力。

The core of the scientific development theory is people - orient, and the advancement of the theory indicates the deepening up and development of governing thought of CCP. The people - orient is the basic value of socialist society, its social value exceeds more than the scientific development theory. The universal value shows in the following： from the reality aspect, it＇ s the urge of development of China; from the application scope, it＇ s universal infinitely; from the fulfilment, it needs all levels to make efforts.
