我国行政审批制度改革的障碍分析与对策思考

行政审批制度改革是政府职能转变的突破点。在其发展进程中,还存在着审批事项过多、审批程序繁琐、重审批轻监管、责权脱节、审批行为不规范等问题,制约了行政审批制度改革的顺利进行。我们在分析行政审批制度改革存在的障碍的同时,从加强法制建设、公开行政审批程序、加快政府职能转变、提高公务员队伍素质等方面提出了相应的对策。

Reform of the system of administrative examination and approval is the transformation of government functions break- through.But in the process of its development,there are still subject to approval excessive number of such procedures cumbersome, heavy light regulatory approval ,not approval of such problems ,limiting the reform of the administrative examination and approval system for the smooth progress.improve the quality of the civil service and seek ways to break through obstacles to development.
