本文运用系统分析的方法,着眼于目前我国公共组织所面临的环境问题,从公共组织内部要素和结构出发,对公共组织模式的再造问题进行了环境分析、要素分析和功能分析,以期对深化公共组织管理体制改革有所裨益。
