国家扶贫开发重点县投入绩效的实证分析

An Empirical Analysis of the Performances of Poverty Reduction Input in China's National Level Key Counties

新世纪以来,随着农村贫困发生率的大幅度下降和脱贫速度的减缓,中国扶贫资金的使用效率问题备受关注。采用国家统计局数据,通过回归模型对扶贫开发重点县主要扶贫投入的绩效进行了实证分析,发现:(1)外资扶贫资金的使用效率优于国内扶贫资金;(2)中央政府的扶贫资金中,财政扶贫资金的使用效率优于以工代赈资金,以工代赈资金优于贴息扶贫贷款。基于此研究结论,提出了相应的政策建议。

Since the 21st century, with the dramatic decreases of poverty incidences and the slow down of poverty reduction, the performance of China＇ s poverty reduction funds has become one of the hot topics drawing a lot of attention. By adopting a regression model using data provided by the State Statistics Bureau, this paper has made an empirical study of the performances of the poverty reduction input in the key counties in the new century in China. Major findings include： （1） the efficiency of foreign funds is better than that of the domestic funds; （ 2 ） of the poverty reduction funds from the central Chinese government, the efficiency of financial poverty reduction funds is better than that of ＂food - for - work＂ funds which is better than that of subsidized loans. Relevant policy recommendations are proposed accordingly based on these findings.
