Preparation and Implementation for Land Supply Plan in Beijing: Problems and Countermeasures

研究目的:研究土地供应计划编制与执行问题,归纳土地供应计划编制及执行的基本经验,进而提出改进与提升的对策建议和具体措施。研究方法:对比分析法和因果分析法。研究结果:土地供应计划的执行情况总体良好,发挥了积极作用,但是在结构、保障机制等方面存在一些问题。研究结论:应进一步完善土地供应计划,建立适当的保障措施。

The purpose of the paper is to introduce the preparation and implementation for the land supply plan in Beijing, and conclude relevant basic experience as well as further put forward some suggestions and countermeasures to the problems of the supply plan. Methods of contrast and causality were employed. Results indicate that the whole performance of the land supply plan is well and the plan has positive effects, but at the same time, the land supply plan have some problems on the structure and guarantee mechanism. It is concluded that the plan should be improved and some proper guarantee mechanisms should be established.
