南海北部海洋经济强势区域创建策论

面对海洋经济高速发展的历史机遇,中国已经将希望的目光投向了海洋经济领域,并为此在《全国海洋经济发展规划纲要》中具体确定11大海洋经济区,作为国家推进海洋经济开发的主要区域对象。其中,东起诏安湾,西至湛江市滘尾角的南海北部经济区,在全国海洋区域经济开发中占有举足轻重的战略地位,有望成长为全国性的海洋经济强势区域,所以应当进行创建策论:大力培育市场功能,优化区域投融资环境;实施"科技兴海"战略,推动产业结构调整;强化生态保护措施,促进海洋资源可持续利用;加强宏观调控力度,注重提供良好的社会环境;建立健全法规体系,坚持依法治海原则。只有这样,南海北部海洋经济区才能抓住机遇,做大做强珠江三角洲的海洋经济,并且在全国海洋经济协调发展进程中力拔头筹。
