林业行政许可法律管制的规范化——以美国狩猎许可证核发与费用为例

Regulating on Charging Scheme of Forest Licensing System:with Grant and Fees of the US Hunting License as the Example

林业行政许可是林业行政管理的重要手段和方式,一般而言,林业行政许可证核发以不收费为原则,以收费为例外。本文拟以美国的狩猎许可制度为切入点,通过比较分析,就如何规范我国的林业行政许可收费制度提出一些参考性意见。

Forest licensing scheme is an important approach and method administration. As a rule, the granting of forest license is non-charging activity This paper chooses the US hunting license as the starting point, compares diffe of the forest management , charging is the exception, rent forest licensing systems between China and the US, and then provides suggestions for regulating and standardizing the charging scheme of forest license system in China.
