摘要
本文系统地论述了体制的概念、性质、类型等理论问题，还从系统科学的角度分析了体制与机制的关系。
This paper discusses several theoretical problems on organizational systems including the basic concepts,characteristics and classification.In addition,the relationship between systems and mechanism are analyzed and some basic principles for the current institutional reform are suggested.
