国际生物液体燃料产业发展前景及我国对策的初步分析

摘要 近年来国际上生物液体燃料产业发展势头迅猛,但也开始引起一些争议。本文总结了国际上生物液体燃料发展现状和趋势,重点评估了生物液体燃料产业发展方向和潜力、分析与粮食安全和农业经济的关系、探讨了政策走向和监管措施,认为生物液体燃料产业在中长期具有以可持续的方式大规模供应清洁交通能源的广阔前景,但有赖于尽快实现全球生物液体燃料产业的升级转型。为此,我国应与国际社会共同努力,推动建立切实促进可持续发展的生物液体燃料产业发展道路和政策。 Biofuel Industry has been expanding rapidly around the world these years, but also raising some concerns. This article reviews the current status and trend of biofuel industry in the world, and assesses the most promising technological route and general potential. It also analyzes impact on food safety and implication to agriculture, reviews and explores policies and supervision measures. The paper is concluded that biofuel has great potential to meet demand for clean fuel in the world transport sector in a sustainable manner, but is only possible after realization of upgrading and transformation of global biofuel industry. China and international community should make joint efforts in establishing proper policy and development routes for biofuel industry so as to make contribution to the sustainable development.
