摘要
从公共物品的社会价值估算出发,以北京市公共交通为例,估计了财政向公共交通转移支付的潜在及显性收益.估计结果表明:(1)对公共交通进行补偿的成本收益比约为1∶10;(2)通过对公共交通的补偿可显著改善城市道路交通环境;(3)期初约每年40亿元的公交补偿投入,可使公交客运量增加15%,市区道路平均车速高于20 km/h,职工平均日上下班交通时间合计约为1.5 h左右.
This paper present a new method namely "Contingent Valuation Method (CVM)" to estimate the latent values of non-market goods which mainly appeared in public commodity and service. In particularly, we used this method to assess the public transportation's latent value of Beijing after introducing the principle and method of CVM. Some results we have got from this study, such as: (i) the cost and benefit is about one to ten which public transportation's compensation have; (ii) the environment of urban transportation will improved significantly after compensated; (iii) if investment reached 4 billion yuan in prior periods approximately, the traffic time of consumer will reduced to 90min per day.
