摘要
本文以黄金周改革为案例,试图从传播学的角度解析公民参与。以公民参与的互动传播模式为基础,本文评价了黄金周改革中公共决策机构保障公民知情权的进步,分析了不同的表达渠道的民意呈现迥异的原因,并展望了公民参与持续进行的前景。
Illustrated by the re-arrangement of the legal festivals and holidays in China, December, 2007, this article is to explore citizen participation from the perspective of Communications. Based on the pattern of interactive communication in citizen participation, it first comments on the progress in the re-arrangement in terms of securing the civic Right to Know, and then explains the divergence among the public opinions expressed through different charmels. Finally, it foresees that citizen partcipation in public decision is to run on.
