Ideal and Reality: Thoughts on "Raising University Tuition"

最近部分经济学家提出高校学费应该上涨,认为将上涨的学费以奖学金和助学金的方式转移给贫困学生可以解决高等教育中经费紧张和贫困生受教育难的问题,虽然这也是一种想法,但文章认为,目前在中国是不可行的,并试图从理论与现实操作两方面进行分析和论证。

It became a hot topic recently whether university tuition should be raised or not. Different economists put forward their own views, and some of them thought that transferring the raised part of tuition as scholarship and grant to the poor students would be an approach to solving the shortage of university finance and the higher education of the poor students. Even though this is a kind of method, it still faces the difficulties theoretically and practically, so it still can not be implemented now. Finally the paper puts forward relative suggestions and countermeasures in order to create the same educational opportunities for poor students.
