Prospect and Future Strategy for Directing More Foreign Direct Investment to Flow to Inland Regions in China

为了统筹区域发展,中国需要进一步调整利用外资政策,其中包括引资地区结构的转变。内陆地区要因势利导,在市场体制、投资环境、物流管理、司法体系、政策激励、研发投入等方面做出相应转变,改善目前的状况,为内外资企业创造公平的竞争环境;内陆地区应在政策改进、产业升级、实现和谐发展等方面制定引导外商直接投资的发展战略。

This paper analyzes the economical effect and relative policies which greatly benefit the coastal regions, and holds that these advantages should be phased out. To focus on a more balanced development, the composition and efficiency of FDI should be improved, including their effectiveness in achieving goals such as regional balance. The local governments in inland area have a good opportunity to take some measures to reinforce this trend. Therefore, further progress on improving market integration, investment climate, judicial system, incentive policies for FDI and logistic industry need to be promoted, and the current situation need to be changed quickly. Meanwhile, inland regional governments are suggested to focus their efforts in designing their FDI policy in areas of investment promotion, industrial structure upgrading and harmonious development.
