中国构建和谐社会条件的综合灾害风险管理研究

Integrated Disaster Risk Management in China Under Conditions of Constructing Harmonious Society

综合灾害风险管理是当今国际社会积极倡导并推进的灾害风险管理理念和模式。进入21世纪以来,包括联合国2005年日本神户世界减灾大会(WCDR)在内的一系列国际减灾会议,都把推进综合灾害风险管理战略作为会议的重要议题。中国在构建和谐社会条件下,积极推进综合灾害风险管理战略的实施,既是同国际社会灾害风险管理主流趋势接轨的需要,也是为构建和谐社会打造安全屏障的现实要求。本文阐述了当前我国构建和谐社会面临的复杂的灾害风险,并着重从灾害的社会属性特征、灾害的生成要素、灾害的发生机制、灾害破坏的构成要素以及灾害生命周期等灾害的内在特性上,论述了综合灾害风险管理的理论依据及其内容体系建构等问题,进而提出了中国推进综合灾害风险管理的战略选择建议。

Nowadays,integrated disaster risk management has been the disaster risk management principle and mode actively advocated and promoted by international community. Since entering the new century, a series of international conferences on disaster reduction including the World Conference on Disaster Reduction （WCDR） 2005 Kobe, Japan convened by United Nations have taken the strategy of promoting integrated disaster risk management as the conference＇ s important topic. Under the conditions of constructing harmonions society, China actively promotes the implementation of integrated disaster risk management strategy, which not only meets the disaster risk management mainstreaming trends in international commtmity, but also builds the safe shield for constructing harmonious society. This paper describes the complicated disaster risk situation faced by China in the process of constructing harmonious society. It discusses issues about the theoretical basis of integrated disaster risk management as well as its content system construction etc. from the points of disaster＇s social characters, forming factors, generating mechanism, the composing elements of disaster destruction and disaster life cycle. Furthermore, it puts forward the strategic choice suggestions for promoting the integrated disaster risk management in China.
