摘要 利用中国省际面板数据实证检验了中国工业化条件下的不同环境治理模式。首先,从分析中国工业化进程中环境污染与治理的新特征入手;然后,用非农产业就业比重衡量工业化程度,以包含工业化这一解释变量的EKC模型为基础,利用中国2000-2004年30个省份的面板数据实证分析了中国工业化对环境污染的影响;其次,讨论了工业化条件下开放度、引资能力、技术水平、环境后端治理以及各因素组合对EKC的影响,同时考察了不同因素组合作用下工业化对环境污染影响程度的变化;最后,总结了中国工业化进程中的四种环境治理模式,考虑到环境资本的不可逆性,认为长期来看引进吸收+前端治理模式对环境保护最有利,既能发挥中国的后发优势,又能提高资源的使用效率。 Different environmental pollution control modes are presented by empirical analysis (research) using China' s panel model in this paper. Firstly, the new characteristics of environmental pollution and control under industrialization in China are demonstrated. Secondly, the industrialization level is measured by the proportion of non-agriculture employment. Based on the EKC model including (embodied) industrialization level, the impact of industrialization level on the environmental pollution in China is experimented, utilizing the provincial panel data during 2000- 2004. Then, the effects of the openness, FDI, technological level, environmental pipe-end pollution reduction and the factors of them on the EKC are discussed. The effects on the relationship between industriahzation level and environment pollution are investigated at the same time. At last,four kinds of environmental control modes during the process of industrialization in China are summarized. In view of irreversibility of environmental capital, in the long run, the best proposed mode for environmental protection is the introduction and absorption plus the source-control mode. This mode not only can develop China' s advantage of backwardness,but also improve the efficiency of resources' utilization.
