中央“十一五”规划《建议》提出,“着力推进行政管理体制改革。这是全面深化改革和提高对外开放水平的关键”。这是一个十分重要的判断,客观地反映了改革新阶段的主要特点。当前,行政管理体制改革比历次机构改革都更具深刻性和复杂性:面对经济持续快速增长同发展不平衡、资源环境约束的突出矛盾,着力推进行政管理体制改革是实现经济增长方式转变的关键;面对全社会公共需求全面快速增长同公共服务不到位、公共产品短缺的突出矛盾,着力推进行政管理体制改革是建立公共服务体制、逐步实现基本公共服务均等化的关键;面对行政成本不断增大、行政效率比较低、机制性腐败比较突出的问题,着力推进行政管理体制改革是改善公共治理结构的关键。

The 11^th 5-Year Plan of China calls upon the reform of administration system, which is the key to carry forward the reform and to open wide to the outside world. As a crucial decision, it mirrors the present features of the new stage of the reform. The present administration reform is more complicated and significant than any other reforms in history facing unbalanced economic development and constrain of the natural resources and environment. So it is important to push forward the reform of administration management system.
